I am not convinced this concept of immunity is a good idea. However, I am not a lawyer so I cannot give any legal advice.
In this particular case, the extent to which the airport was at fault is debatable. However, recent runway paving prior to the accident, recent runway lighting problems prior to the accident, the way the runways were located and marked, staffing levels, etc., are all possible contributing factors to the tragic crash.
Please feel free to respectfully post your own views on this.
